Abstract
Adopting a comprehensive and effective strategy for major hazard prevention and disaster management, giving it maximum importance and priority on government agendas, is a crucial and fundamental step. By dealing with the consequences of the issue from the outset, this is part of and contributes directly to building a safe and sustainable society. The Algerian legislator is striving to make progress towards the objectives of this context and its arduous path by establishing essential requirements, following steps aimed at improving knowledge of the types of risks, understanding them, strengthening their monitoring and anticipation, regulating specific mechanisms and protocols, as well as preparing on a structural, logistical and preventive planning level and coordinating training. All of these measures contribute progressively to achieving the desired objectives, achieving tangible leadership and effectiveness in performance, making appropriate decisions, and overcoming weaknesses and obstacles, taking charge of the impacts on human stability, its activities and its environment. It integrates these approaches within the axes of sustainable development and guarantees this for future generations. It also takes into account the occupation and use of land during construction, establishes provisions for coherent management adapted to changes, and opens the door to extensive participation by various stakeholders, while ensuring that preventive awareness is raised within society.
